it may be that between REF's fees and the cost of creating such a game that it is beyond any company's financial gain now. It would be nice to have another Krondor game, even a remake of BaK. REF does and as such he is the one that would determine that and what it would cost Sierra or any other company to remake BaK. However, any remake of BaK will require new negotiations with REF as he only allows the use of his characters, and such from his books. Iirc, Dynamix was the company that did BaK originally and Sierra bought them during the process of making BaK. Sierra would have to recontact REF and get an okay from him and probably renegotiate on payments to him.
