So the perk checks, if an armor has a class that is in his condition list and if it is, he reacts. All I did, was adding to that list ArmorMaterialThievesGuild, AmorMaterialLeather, etc. There are a few others as well, I don't remember all of them. Normally the Steel smithing perk affects Armor that has the "class" (I call it like that, that's above my school english) ArmorMaterialSteel or ArmorMaterialImperial. I made the perk "react" for the specific Armor. I didn't make the armor use a specific perk. I'll keep it in mind, till the time has come. And I'm not able to test at the moment, because I switched to Skyrim SE just a week ago, I don't have Linwe's Armor or Gauntlets. But since then I never wore it again, so I can't say very much about it.
I used Linwe's armor years ago, before Dragonborn was published, and as I recall, it worked.
